SECTION 8.   The President, with the advice and consent of the AdCom, shall have general supervision of the affairs of the Society.  He/She shall preside at meetings of the AdCom, at general meetings of the Society, and have other powers and perform such other duties as may be provided herein or in the Society Bylaws.  The AdCom may delegate additional duties to the President, provided that such delegation adheres to the requirements in this Constitution, and the Bylaws.


SECTION 9.   The Secretary and Treasurer shall be responsible for keeping the records of the AdCom in the areas commonly ascribable to each of their functions.  The Secretary and Treasurer shall prepare and distribute reports, notices, and/or such documents as may be required by the President and the AdCom.


SECTION 10.  The AdCom may establish technical, standing or ad hoc committees as prescribed in the Bylaws, including both functional committees (e.g., Membership, Nominations) and technical committees.  All appointments to committee and similar posts will be for a term not to exceed one year.  Committee reappointment can be made without limit.


SECTION 11.  Neither the Society nor any officer or representative thereof shall have any authority to contract debts for, pledge the credit of, or in any way bind the Society except within the cost and rate of expenditure limits set forth in prior approved budgets.


SECTION 12.  All general financial policies will be controlled by the AdCom.  Routine expenses matters encountered in the implementation of established policies will require review and implementation of established policies will require review and approval by the President and Treasurer.  The Treasurer is explicitly responsible for adherence to the cost and rate of expenditure limits set forth in the budget.
